I'd say Kuishen generally has it right. I didn't say that it improved counter rate, you're confusing anticipation rate with counter rate. Any issue of testing flaws aside, in my experience the one thing I can really say about the enhancement is that you will anticipate more than without over a given period of time. This seems to imply that it has some effect on the chance that TE will stay up following anticipation/counter.
Of course another property of TE as you mentioned is that the longer it's been up the more likely it is to come off following anticipation/counter. Over the years, I've had a range of experiences with this. I've seen instances where TE effect comes off after just 2 anticipations/counters when I've just activated it. I've also seen instances where TE lasts the entire 30s duration while anticipating/countering every attack till the last second.
In sum I was personally disappointed with the enhancement, it should have provided a more noticeable boost. Although coupled with a pdt set it
seemed to offer some defensive addition.
