Actually that sounds like the bill that's been floating around for 20+ years and that Republicans used back in 2002-08 to falsely claim that Dems were "bringing back the draft". It was probably revised to add much more to the available volunteerism opportunities while the compulsory part was overlooked. IIRC it was a choice between two years of civil volunteerism or two years of military service, but yeah it was mandatory to choose one or the other.

It is kind of how like God gives us free will where we get to make whatever choice we want. As long as we might the right choice we won't be punished eternally for it.
Or how the basics of medical/psychological treatment is informed consent, yet the government will order people in to treatment programs where they have to consent or face severe punishment.
Or how a mugger can put a knife to your throat and tell you not to scream and you agree not to scream.

This argument reminds me of when one city put into a plan where people collecting welfare were given work positions where they worked part time in order to collect their check. Small jobs, it was designed to give them some work experience to assist them in getting a "real" job. They rebelled, saying it was akin to slavery. HOW DARE THEY WORK FOR THEIR FREE MONEY!
Whatever. This law simply asks people that take some kind of public assistance (education grants etc) to participate in some kind of community service. I hardly think that is a bad thing, and I'm pretty conservative politically.
