No guys you all don't understand.

You see before NK had to rely on JP/US/The World to give weather reports. Now if NK can fire it successfully into space, they can finally have better weather forecasts!

When launching something into orbit, you have to launch it in the same direction as the Earth's orbital spin for added velocity and less resistance. Since the earth rotates to the east, they'd have to fire it over Japanese territory.
