IMO those school shootings had more to do with the fact that Finland has cut funds from psychiatric treatment, and that the school environment kind of encourages bullying. However the first killer got access to use a gun at a gunrange without any questioning so that kinda shows how dangerously easy it is to get a gun here if you want to do something like this. I don't think that's the core of the problem though.

Anyway I'm no expert in the subject, so it's just a good guess.
