Both are ideal, both allow for the respective X-hit setups. Assuming 90% accuracy before weapon so that the full penalty of pachi is relevant, 90/87 = 3.4% tp and ws damage. On a 400 def mob with ~1.5 pdif, 12 attack = .03/1.5 or 2% tp damage. As a result, hagun will have 1.4% more damage during tp and 3.4% more damage from ws due to the stat mods on pachipachio. 480/450 = 6.6% more delay, compounded with that 3.4% results in 10.2% more WS damage, still dealing with inherent stats. 6.6% more tp damage too, still dealing with delay only, compounded with 1.4% from acc means 8% more TP damage. Assuming you TP in 3 FSTR, DMG:85 vs DMG:78 is a 8.9% increase, so all things considered pachipachio wins in tp damage by 0.9% and hagun gains 10.2% in ws, before factoring the ws damage itself in.
