Does trading a lower level gear to a higher level parchment raise the chances of good Augments? Or is this unknown? Like trading a Hauby to the lvl 75 one instead of Zi' Tah for example.

It seems to be the consensus that the max augment you can get is effected by the level of the gear and the zone you do it in. However, a low level piece of gear can only become so good, otherwise broken at its level

Augments are restricted by the level of the equipment.
The level of the equipment is restricted by the zone/NM.

If you're trading a rabbit mantle, there's no point in doing anything but a lv.1~5 zone. If you're trading a lv.74 piece of gear, you only have one option.
