Yeah, you can force augment any non R or R/EX item below level 50.

The Keys from ACP give you items under a certain level cap (the stuff above 50 are from keys that are used to open the chest in the Tenshodo.)

The missions gives them random jewelry. They cannot dermit what kind it will be. (at least not known till now)

Man I wish I had gotten either some of those Pet: Attk/Magic Attk earrings or even some of these MND+2/INT+2/Magic Acc+2 augments.
