Could you maybe post a link to the post with that Staff. I'm not saying you're wrong, but unless I missed a post the only HQ stave I saw with INT+1 was on a Jupiter staff (http://www.bluegartr.com/forum/attac...3_00.01.30.jpg). I also don't remember CHR+1 on the hume RSE that has CHR+1 already on it, I remember seeing CHR+1 on a piece that CHR-1 however. Again, not saying you are wrong, I just dont remember seeing any of those screenshot.
Edit: I found an Aquilo Staff in the thread, but it was augmented with MND+1 not INT+1 (http://i130.photobucket.com/albums/p...721_192511.jpg).

I'd be willing to wager money that X type of piece (referencing Body, Earring, Legs, etc) are capped at having a total amount of any given stat through FoV, varying depending on level. Therefore, you won't see +STR or +DEX on a Haub +1, cause the item probably is already at that cap for that stat on a level 59 item, but a body piece with only +1 on a stat may see additional gain in that stat. Same thing for Warwolf Belt. It already has a high STR VIT and DEX value on it, so I don't imagine you'll be seeing gains in those areas.

I was talking about the irony of "augmenting" (increasing/making better) an item with minus stats. Did SE really think we would want this shit? I got really excited when SE first announced augmenting, because A. I didn't think it would be random, and B. I didn't think they'd fail so much as to let us "make better" our gear with negative stats.
Even the "fail" earth resist +11 augments are still better than minus anything. And this is why I wouldn't augment anything worth more than 50k.
I give it to the augmenter for being ballsy enough to attempt an augment like that, but wow. I blame SE for allowing augments to fail this bad in the first place. And just to prove that I'm not just talking out my ass here:
