Perhaps he idles in Enmity? That's what it looks like to me. (Idle being not the same as Melee TP, if he uses something like Dusk feet for melee) He also has Wala and Homam feet in his Equip history, but no Dusk so I dunno. I think he posts on this forum. The set just looks like a max enmity one to me though.
