You have to compare it with other FFXI-related content in the past.
We pay $20 or $30 per expansion (CoP, Aht Urghan, etc) and wait 2 years or more to get all the content released. This time, we paid $10 for content that was actually released to completion on Day 1. Speaking for myself, it doesn't bother me. But, I will say that what drove me to get the expansion was the BPs. Not the storyline. If subsequent "min-expansions" have poor rewards I won't bother getting them. This is ok since it looks like you could help other people with the BCs/farming even if you don't do the expansion yourself. So everyone wins.
This model is becoming a standard in MMORPGs these days. I've seen others do it with some success. Whether it be "pay us some money and we just hand you a decent piece of gear" or "pay us some money and we'll entertain you for 8 hours and give you a decent piece of gear" it is just the same. I will say that the total content of THIS mini-expansion for $10 is less than what I've seen other games do for similar money. But, then again, the amount of content released in FFXI expansions is always tiny, especially considering that people still do 5-year-old content.
