They can make sounds like those in one of two ways. The first comes of their actually hissing, which can be pretty impressive. The second is a result of their moving their body parts in and out of their shells rapidly.

I used to have a box turtle. He was awesome. Kept running across the floor and hiding under the couch, though. The dogs were scared as hell of him.

I had a friend who used to fuck with a turtle he found by the lake and it was rather quiet. It did, however, have a mean bite and it scared the shit out of his chihuahua
