Your neighborhood would look the same if you didn't have public sanitation and education, access to fresh water, reasonable average household income, and so on, so forth.

Kind of hard to not be a "slob" when you're missing myriad resources which too many people in the "civilized world" take for granted.

If this is the Slum I think it is, there have been plenty of efforts to relocate the people/clean up the area, but the people there have lived there so long and like that that they don't mind it, they actually enjoy it. Look at the pictures, they really don't even look all that unhappy, those dudes with the hose actually look like they're enjoying themselves.

EDIT: And I'm actually not trolling on this one.
