I really dont have the resources or citations to back this up right now (Or I might be confusing this with another large work of art that the Religious adopted that was a joke when written? I don't think so though.) but from what I've gathered the motivation behind the work was purely fantastical with no real basis in religion or other scripture that was made largely as a humorous effort poking fun at Religion in general and their views and it's ridiculousness; before then there was no mention of a detailed structure of hell. Afterwards it was adopted as and they considered it "Yes, this is actually very close to what Hell is really like" to which I don't think he publically stated for fear of excommunication but did write in some letter or memoir the true intent.

i believe you're mistaken, then. the wedding march that's played every time anyone walks down the aisle actually came from a satirical source i've heard, but the divine comedy/the inferno is most definitely not a joke. although it does ridicule the living political figures of the time and inject a little ironic comedy in places, the purpose of the epic overall is not to amuse.
i haven't read the kitab al-miraj, but that work predates dante's writing and it's suggested that's where he got his inspiration for some of the scenes in hell. it's an islamic holy book, and revolves around the journey of muhammad through heaven and depicts in detail some of the muslim perception of hell.
the punishments are indeed fantastic but meant to demonstrate that what sinners do in life they will pay for in death, and that god's justice is perfect and universal. that's why the punishments are specifically tailored to fit the crimes of each soul in hell: people who have committed suicide are destined to rot forever as trees, and eventually when all souls reunite with their bodies (i assume the second coming of christ), the suicides will never be united with their corporeal selves, because they willingly cast off their bodies. instead it is their fate to remain trees while their lifeless bodies hang from their branches, so they may eternally feel the weight of the form they discarded in life. there's a christian moral being taught there.
one of the most interesting aspects of the work is that it adheres very tightly to christian doctrines that don't necessarily line up with what you would expect. mostly because the hierarchy of sins is not determined by what disturbs human life on earth, but by what is considered the greatest affront to god's will. the final and deepest layers of hell are not dedicated to the punishment of murderers, the avaricious, or any of the famous seven cardinal sins you're probably familiar with. the final layers of hell are reserved for the betrayers, which is perceived as the ultimate perversion of the gift of love for your fellow man.
p.s. dante could not have been too troubled by the possibility of excommunication from the church, based on this text because he depicted the souls of still-living men being committed to hell before their earthly death. that's a huge departure from the orthodox catholic beliefs of the time. to give you some context of the writing, he also fought over a decade to have greater freedom from rome and papal interference in florence. he was eventually exiled from florence over the political strife and never returned in good standing. he had an opportunity to return and redeem himself by paying a fine and doing public penance, but upholding his beliefs was more important to him, even though he felt that living in exile had essentially stripped him of all worth. i think he believed strongly enough in his work that he would have faced excommunication with the same attitude.
he never made any kind of public apology that i know of for anything contained within his writing. it was actually largely regarded as a masterpiece for a good deal of time; it was even mentioned in one of chaucer's works. since it embodied a medieval sort of view of religion and the world in general, it was largely ignored for a very long time, though.
