They need to provide more information with these numbers. They should only count characters that are like 30+ or something, and only cant each account as one and not each content ID.
Or just count total paying accounts. That is what really matters. Of course, some people own two or more accounts, so you might need to scan IP's at that point to get a more accurate count.

Do they have two internet connections? Otherwise I'm guessing they will be coming from the same IP, albeit different ports. Also, I think it is a relatively small amount of the populace that owns more than one account. You'd be fairly safe just counting the number of paying accounts. I suspect the number is below 500k, more likely below 300k.
Doubt anybody is gonna care about tracking IP's to get total number of unique accounts. It's not like 25% of the population is 2-boxing so that counting all accounts will lead to a large inflation of realistic figures. (pointless discussion is pointless though... like anybody cares about getting that specific. and stating "they need to track all account instead of total players" is stating the obvious)
There's also all the people that have dynamic IP addresses, and thus get a different IP every time they redial their DSL or dial-up, or reboot their cable modem.
