Maybe spin off a side forum? Nobody can start a thread in it, only mods may move any truly "Advanced" threads into it.

Sadly I can relate to this. Being part of a gaming forum that's existed for 10 years with moderating a lot even with a good staff makes for a serious headache reading so many threads.
Thankfully there are people in position who are more ruthless then I am in dealing with idiots but then again, the users on my forums tend to drive out people who act stupid as shit. :/

This is why I doubt that BG would ever become a community site, there really isn't anything that we would get out of the deal. You get a graphics tool kit, you get a RSS, you get a community tool, and a link on the PoL site. We can make all of the graphics we want, who cares about a RSS, who needs the community tool, and we have enough people here already that update days wreck every server that we can throw at you guys. And I serverly doubt that Square would smile upon our numerous NSFW threads or the swirling cauldron of stupidity that is Spam. (For the record, I don't smile upon that either because look how it bleeds into other forums.) So bacically, Square would have to come up with one amazing argument; like real interviews with the dev team on a regular basis, update note information days before it is available to the general public, real galkas for me, money, etc to make us consider becoming a community site.
And I severly doubt that they would ever let us become a premire site.
We got permission to moderate this forum a little harder. This should make it better.

Get rid of both? I kind of liked the idea of spam when it was first introduced. People could just chat and be silly and mess around a bit, and that kept it out of the other forums. But now it's developed into basically its own subculture, where people seem to think it's cool to be as retarded as possible. I'd really like to see it gone now as you say it's spilling over into other forums; and its original purpose was to keep that kind of shit out of regular topics.
It was always kind of a stated goal to keep non-FFXI talk out of the FFXI forums. That's why General talk existed; the original purpose of Spam was to keep the signal/noise in General manageable. This particular forum has always been kind of shark-infested and I figure the backlash is more to keep the offtopic crapflooding out of the FFXI forums once again.
It's rather obvious that sort of shit was bannable without a policy change. I'd say the self-important delusion you're subjecting yourself to is ridiculous but honestly it's pretty run of the mill. Lord knows I was as guilty as anyone.
