My cousin went through the same thing. My aunt had an old cable bill through his social from when he was like 11-12. He called and complained and within 2 weeks it was off of his credit. Alll he had to do was show proof his name was different then used. He sent a notarized letter to the crediter aswell as a letter from the original cable company showing his social was used prior to him being 18.
Crediters know that you are 100% not liable for anything purchasd involving your social prior to your 18 birthday. But they are still gonna try to get money out of you.
And yes...they did follow up on my Aunt. All she did was simply say "it was a mistake, I carried both mine and my son's social security cards at that time. I must have used his without thinking". Nothing ever came of it...no court date or anything, She simply had someone from a legal dept. call her.
