If the demand exists for a breathalyzer-type device for THC, I'm sure it will become available in the near future. The only reason they don't have one currently is because it hasn't been profitable/feasable to manufacture.

Even if DUIs are defined by certain BAC levels, if you are pulled over by a cop and you have alcohol in your system, you will still be in trouble.

I've been pulled over, blew a .04, went along on my merry way. What kind of "trouble" exactly do you think you can get into? You're either breaking a law or not - it's not a zero-tolerance policy. What was your friend fined for - the violation the cops witnessed that caused them to pull him over in the first place would be my guess. That doesn't have anything to do with the alcohol in his system.

Buzzed driving is only drunk driving when you blow a .08 or higher.

Yeah. You can't get into trouble simply because you had something to drink if you're still under the legal limit unless there's other circumstances to it. That's why it's the legal limit.

One acceptation I know of in NC is the open container law. If there's an open container in your vehicle they can still charge you with a DWI even if you're under the legal limit. They've changed open container laws so much here recently though, I'm not 100% sure if this is still the case.

Also, people who have been convicted of DWIs previously can receive a restriction on their license to the effect of a zero tolerance policy. Buddy of mine has been convicted of four DWIs. I can't remember how many years it's in effect, but he can be charged with another DWI if he has ANY alcohol in his system. And this is after losing his license for four years.

I guess some cop thought he was LAPD here in AZ then, because my friend got ticketed for being under the set DUI BAC level. Either that or they are just a dumbass and can't drive correctly and decided to play it off as the cop's fault, haha.
