If you guys actually read the posts before yours, there was a link to where SE specifically said that the would not pop until at least 1 week after the last tablet was found, which was Tuesday.

Now instead of staying up for 30 min looking for tablets until they're all found, *the bots that will be made for this have to stay possibly up to 24 hours waiting for the tablets, and then only having a minuscule chance to be one of the 11 to find them.

I'm making a wild guess... there's a cool down period after that message. Not to mention the message said they were scattered to the wind... never said they landed. >.>
Other than that... depending on how literal they were... the 'random hour' could be every hour after the last tablet was found last week... like for Midgaard was right around 3:25AM CST... so could be that they won't be available til something like 4:25/5:25/6:25, etc. Or at even hour intervals, which for midgaard at least... isn't 4:00 as that just passed.
Then the question would be... will there be another message stating when you can start looking if there is a cool down period...?

So... at least 5 servers (phoenix, quez, ramuh, midgard, kujata) have had the message where they scattered to the winds, yet none have found it... all roughly similar times. It might be that it broke but there will be another message when they actually are able to be found again, and this is just the spell wearing message.
