Can make it by bunging pasta+water in microwave and nuking it... it has the texture (and taste) of rubber tho.
If you're stuck for cooking possibilities - seriously, get a crock pot/slow cooker... bung everything in, go out, come back, eat.

microwavable container, put water inside, put pasta in water, cover container with a plate or something that wont cover it entirely (you want to allow some of the stream to escape) take the pasta out every few minutes, stir it well each time, after about 8-10 minutes I'd say it'd probably be done. Pinch the pasta to check that it's soft enough to eat. Consume!
Buy a hot plate. I'm in the same situation (toaster oven, microwave, but no range) and I really can't cook without a stovetop. Electric ones are super-cheap, but just be careful to figure out which sockets are on the same breaker - running a hotplate and microwave or toaster oven on the same circut could flip a breaker or cause the appliances to run at lower power.
I got no real recipie for your pasta microwave.. but there are some microwave recipie books out there. If you get your watts /weight rights.. you can cook some good food.
I personally only use my nuke machine to nuke popcorn. I even reheat in the oven.
