    What exactly does this say (Japanese), and any suggestion on how to resolve it?

    Long story short: A friend of mine quit several years ago (prolly around 2006), played on a Japanese account. To my understanding, the account has chargebacks on it that need to be payed before I can reactivate the account.

    When I log in on an NA POL, I get the following message:

    I am given the option to proceed or log out. If I go to proceed it asks for my ID/PW again, and upon entering it I receive something like a UCS-5000 message stating the info is incorrect. I am aware that this is because I need to change my member info from a JP POL.

    However, when I log into the account from a JP POL, I get the following:

    I dunno what it says, but unlike on the NA POL version, I do not have the ability to proceed to the member info section. Does the text there give any information on what I need to do to resolve the issue, and if not, does anyone know what I can do to resolve it? Any feedback would be appreciated.

    I dunno how much that helps, but my kanji knowledge is {Too Weak} so I can't translate it all

    I thought accounts get wiped after 3 months of inactivity. Why would you want to reactivate if that's the case?

    Correct me if I'm wrong!

    I remember people discussing this a long time ago.

    The gist of it as I recall is that for the JP accounts they'll send a physical bill(and want physical payment...a check I guess?) to the Japanese address on record with the account.

    And that if you don't have access to mail at that address, you're fucked.

    If billing fails on a JP account, you're boned. They send a physicall bill to the mailing address on the POL account, and such addresses are domestic. They won't ship out of country. Thus, if the JP address is fake, you can't get the bill. The bill must be paid in cash at a JP post office or convenience store, and they won't let you register another payment method and bill it until you do so. If you don't pay that bill within 3 months of it being sent, the account is permanently locked and cannot be reactivated.

    Short of it is he didn't properly deactivate his IDs, he just made the card unbillable. Now there is no way for you to pay the back charges, so you can't recover the account. EVen if you do manage to get SE to allow reactivation of the account, you still have to physically be in Japan at the address on the account to do so, and the address on the account has to be legit.

    NA and EU accounts let you simply bill another card once billing fails. The credit card system in Japan does not work this way, you aren't allowed to pay charges on one card with another card, so that you can't get into credit debt by trying to pay off one card with another.
