PLD can use both Shadowstitch and Paralyze arrows. You might need some luck (Sushi) on getting either to land?

PLD gets no native Archery skill though, so getting them to land might be a little difficult. The dagger WS, assuming they had dagger leveled, wouldn't be too much of a problem.

Shield bash can be used to block Fenrir's 2hr.

PLD/SAM + staff and switch to sword/shield when TE is down? Probably won't deal enough damage to beat Fenrir in 30mins.

He attacks pretty fast and DA/TA a decent %, so wouldnt want to rely on anticipates. But nice idea.

Not that I'm supporting the idea.. Because it still sounds a tad outlandish to be able to deal enough damage in a thirty-minute window with a staff, but Seigen caters to high-speed situations.
