The point isn't that this case was of people being assholes to their neighbors.

The county was notified of the situation by some random dick, the situation was a violation of certain rules, those rules were put in place so if your neighbor starts a brothel but won't let you get a discount, you can go report him for it (not exact, but by now you get the idea).
If the rule was not there, you have to deal with johns and whores cumming and going next door all night and day, since the rule is there, if you happen to be this pastor, you can get slapped with a major use violation.
Ordering is everything.

People have like....house parties... all the time. I honestly can't imagine it's an issue of crowding or something, unless the city is completely fucking anal.
As far as "following the rules," Jaywalking is a crime too, and blowjobs in certain states, and probably sneezing in the wrong direction. Grow the fuck up if you're defending this on a basis of "omg it's the law LOLZ HAHAHA"
If the neighbors have a problem with it then yes they should stop or get that permit but if no one really cares aside from 1 or 2 people then they should be able to continue even though it's against zoning laws.
If the violation was specifically and solely about the traffic zoning issue, then why wasn't that mentioned in any way shape or form in the original citation? The original issue focused specifically about what they were doing inside the house and not how the cars were parked. And when this issue was brought to the press, the County withdrew the original citation to refocus their case on it being a parking issue.
Zoning issues are often unfair and archaic and are fought in courts because of that. I myself posted a personal experience highlighting that fact. Where even though the town "legally" was correct, their judgment was still unfair and ultimately overturned in a court of law. Zoning laws aren't written in stone, nor are they always enforced 100% of the time. When issues like this occur, when it wasn't a problem for five years, and public outcry is opposed to the "zoning issue", the County's usually lose out in the end.
The fact is the County is requiring these people to spend thousands of dollars to do something people all over the country do EVERY SINGLE DAY. No matter how you cut it, for them to obtain a Major Use permit, they would need to spend thousands of dollars to get their private residence up to public business code and have to pay annually to maintain their permit. All because they have a small gathering of friends weekly. No amount of "terminology" will change that fact.
Fine, ban religious gatherings without permits.
That works for me, then we can round up all the people with permits, and force them to be educated about reality, or get put down.
