I think it has to be a happy ending for all 4 of them... Like in mine the 1st time around I did not get it even though they all lived. The only thing I could think of is that Jayden quit his job at the FBI so thats why I lost? I also killed off that woman that was with scott the hole time.
In other words 1st play went down like this, scott shot dead at the end, me with Shaun and Madison with the FBI guy quitting his job.
2nd play happened like this
with my son by myself, FBI guy gets clean and is said to have solved it himself, Madison wrights a book.
so really I have no clue maybe it has to be a happy ending for them all?

That is dead on what happened in my 2nd play, so maybe that is it?
I mean your not much of a *hero* if you screw up with Jayden like I did the 1st time.

What I was thinking is that the owner left the flowers there out of respect, scott did not know this and was just a lucky turn of events that he cared and ended up in play. He gets mixed up with him and wants to make his son the killer so he can get away free, the son was a copy cat killer that failed at it, in turn he is easy to blame or at the least try and frame.
