I don't think SE has ever "confirmed" anything was due to server problems. Unless you are talking about when server's have actually reached their max capacity, and unless you are on Odin you haven't experienced it.
You are kind of making the assumption that the tubes of the internet go directly from your router to SE, and that there are no other connections in between.

it's entirely possible they're all on the same ISP that has some botched routing. i remember dealing with one support call where the individual was complaining that they couldn't get their email. tracerting the hops to the server i found 2 routers on the path that believed each other was the next hop to reach the destination server. pingponged back and forth between them till the message timed out. it wasn't a server problem, but it would certainly affect many people on the same ISP. i'm not claiming that this is what's happening here (otherwise you'd never be able to get on) only that multiple people with spotty connections do not represent conclusive proof of a server problem, even if it does increase the likelihood.
No I'm not, I know perfectly well how the internet works. When over a dozen people from 3 separate places of the globe are all experiencing identical problems at identical times that is either a really huge coincidence, or there is a center source to the issue. Since none of us could in anyway use the same ISP we can rule that out, since we are on 3 separate continents you can rule out a region issue. None of us experience any connectivity issues with any other online service at that time other than FFXI.
And in the past every update resulted in SE releasing a note with "server congestion". So I don't know what you mean they have never confirmed it.
