From what i understand, most US card stores can order like 1 box of each foreign language booster box, what some people do near me is pre-order these boxes. So while you would think foreign language boxes only come from abroad you can guarantee most game stores are allotted at least one of each language per set release. This is what i know of it, i may be wrong about the amounts but i know local stores do get these boxes.
As far as online stores go, channelfireball usually has discounts on foreign language cards/products during their big sales. They had a lot of cheap sealed product during their winter sale where i snagged a JP box of Darksteel for 250, also they were selling JP/Chinese boxes of theros boxes for 60$ among other things. And they also had of course the comically bad Dragon's Maze booster boxes for 40$.
yeah, i suspected something like that as my LGS always seems to have packs of core sets and shitty expansions in korean or chinese. they mark them up considerably over the english product though, so it's not really worthwhile.

Bad thing about Hareruya and Enndal are that you have to use EMS, so it's not worth it to make small orders. Tokyo has normal shipping options for small orders.

wow lol. i bought a playset of IoK on a whim for like $20 a year ago, can't believe they're actually worth more than thoughtseize now. don't use them for anything so i reckon i'll probably see if i can trade them out along with other flavors of the month like the eldrazi lands that recently spiked.
currently awaiting shipment on my first round of duals. 2 seas, 2 trops, a bayou and a badlands incoming. the high end MTG group on facebook is a godsend for getting deals on pricey cards, i just wish i'd known about it when i was assembling my playset of FoW.
