Now, being that this rule is in effect in the General forum one must assume that General is not the implied source of the leak.

Explain to me how a post containing the word Carwinism in reference to deaths in car related incidents is spam coming from 'somewhere else' on the internet. Tell me what the source of the leak is. We know there must be one.
