Because, oddly enough, there are still new games being released on the Vita.
It's a niche market, but it matters to those specific devs.

If the PSP actually had a real digital library I'd be annoyed at it being closed. But no, it doesn't, at least in North America anyways, where it's missing a ton of the under-the-radar cool games along with some AAA publisher stuff, notably Square Enix's library that isn't FF. The whole situation with the store is fucking stupid, and I was already prepared for them to shut it down after having had a year of basically zero sales on either platform, and the removal of legacy devices from their (vastly worse) web store rework.
They still need to add a god damn library function to PS3/Vita.
So could I theoretically buy a ps1 classic on ps3 and play it on psp after this?
Assuming they wouldn't be a douche about it and update all PS1 Classics to change what the transfer permissions on them are, I don't see why any of the current PS1 Classics handling would change. Just keep in mind some games will specifically be flagged to only work on PS3 due to licensing bs for the most part, and others you got the weird situation where it's not available directly from PSP's download history, but you can still transfer it from a PS3 (Blood Omen comes to mind).
Honestly think the biggest issue with the store-closure announcement (that's now been backstepped on) was that Sony gave well under a year's heads up on the thing.
Oh shit I never bought the expansion for that. Sweet
