This is probably going to be your best bet. It's about 30 after rebate/shipping and is pretty quiet on my CPU overclocked to 4GHZ from 3.
That method is somewhat similar to the Delta T value method (in which the latter doesn't readjust a temperature into a real world temperature).
My guess as to why your method wouldn't be used is because of accuracy.
Delta T value is the difference of two known values whereas your method assumes that the difference of ambient temperature subtracted from the test temperature will result into the exact real world temperature.
Edit: By the way, for the OP, pretty much any of the decent CPU coolers is sufficient enough to keep your CPU under the maximum temperature threshold for a mild to medium overclock. As long as you are not aiming for insane overclock on air, I'd proly go for the cooler that best fits your need. (Price, size, dba, etc.)
Ahhh, so it's just a variant of the same method, I suppose it depends on which you consider more misleading. For directly comparing results of heatsinks I would definitely use the method they used in the article the more I think about it....

TRUE is still one of the best but the 1-2c difference the next best models make nearly zero difference in the real world while saving you 30-40$ after factoring in a fan(s) and the matierals you need to flatten the base of the TRUE
