Easy website creation?

I searched but didn't really find anything. I am looking for something that is pretty standard and simple (cheap also), that I can use to make a website. Something like the phpbb based if possible. Those seem simple enough. Any sort of idea would be much appreciated. Danke.

I'm not really sure about the pricing but as long as it is good and easy, I am ok with anything with reason. Not really sure what the going rate is.
