I got the HP w2408 and am quite pleased (just bought it a tad too large ><; ). Anyhow, be aware that you should not have direct ligthing on it cuz it reflects and you get a glare. Your best bet is to go to a large retailer and check monitors you are interested.
I've had this 19" LG monitor for over a year now, and absolutely love it. As with all TN panels, the viewing angle is a bit poor, in that you need to be looking at it face on, but it doesn't bother me at all. Took a day or so to get adjusted to it. It also doesn't have many bells and whistles (HDMI inputs, built-in speakers, etc), but I didn't have need of them anyway. It's actually a bonus for me, since it helps keep the cost of this model pretty low.
There's quite a few 20-22" monitors in that price range, including reputable names.
