He never got a tattoo on his arm to get back into Apathy. Only person I am aware of getting any kind of Apathy related tattoo was Ramtough, who some time after he got banned got Apathy on his forearm.

If that is the tattoo you are referring to, that is Ramtough's. Omfg has a reputation for not exactly being forthcoming with the truth however, and I would not doubt him having said at one point in time that the tattoo was his, or even just perhaps it was something he showed someone and somewhere down the line it was misconstrued that the tattoo was actually his.
