Korea) but they just don't have the capability to hit anything other than hawaii, and with all the naval defenses there it's highly unlikely an attack would be successful. They would literally have to sail halfway across the world, at this point, to hit anything on the West Coast, and the East Coast is completely out of range.

Anyone who says anything about a draft is a certified moron.
First, the SS system. It was designed to be two things; an emergency source of manpower, and to provide the ability for conscientious objectors to still have a place in a draft system. The latter would be cosigned to doing public work service assignments on American soil. So even if you were of able body and mind, that doesn't necessarily mean you would be required to serve, even if they had to implement the system. And even then, recall is a random lottery based on birth year. The SS system however is designed as an oshitwe'reabouttobeinvaded plan. Another point about SS - its only required for men.
Second, think about this for more than 1 second. The military has a what? Ah yes, a no drug tolerance policy. So, assuming they reinstitute a draft, what do you have to do to get out of it? Go to your friends house and smoke a blunt. Then self refer. Hmm. I wonder just how many draftees would? I sincerely doubt the military would overturn this policy just to ensure they could get personnel - unless we had soldiers of a foreign enemy power parajumping onto continental US soil. Yeah, I just don't see that happening anytime soon.
Thirdly, even though the military is generally speaking undermanned for a concerted war effort, it is by no means in any danger of needing personnel at that level. We haven't had a war for years (see difference between *war* and *policing action*). For starters, in addition to the people you have around active, you have reservists. Ok, that gives you a buffer. Then you have the secondary buffer, inactive reservists. Everyone that joins signs up for a certain number of years of active service, and then a certain number of years of inactive reserve. So, for the Navy, this tends to be 4/4 or 6/2. Basically unless you do 8 years of active duty, you are an inactive reservist until 8 years has passed since your enlistment date.
Seriously, get outta here with your I'm scared of the dark crap. If you wanna be scared of NK fine, by all means I won't stop you, fear is good in small doses, it keeps you from being complacent - and make no mistake complacency kills. I'm not entirely sure of this source but it looks like the US is pulling it's troops out of the DMZ and Seoul. They are still gonna train and patrol the DMZ. I think that they are moving the sitting ducks away from the artillery.
