It seems to be easier to gain control of La Vaule than Oztroja. So I'd go with Windurst 8) San d'Orian NPCs are gods compared to Windurstian ones, I mean Davilles is a fucking monster in La Vaule campaign with 2-3 people spam curing/hasting him.

That and the normal mobs being all up in Oztroja's fortifications grill.
