I've never had the chance to test the exact amount on the attack down, but I also wouldn't say its anything worth writing home about. I would estimate it being very similar to Demon Arrows (12.5%). You won't really notice it for the most part, but its a decent bonus to the weapon. (And at least its not shock spikes >_>)

Having random potency is strange too, since I'm pretty sure all the other en-(status effect) relics have static potency.

Probably due to the fact most of the relic procs have things that are fairly static debuffs. You don't find many abilities that range between a 10%~20% defense down for instance. It always a set 10% or whatever. However, Paralyze works really.. differently... I don't think you can really quantify paralyze's potency because of just the way the status effect is, there isn't really any flat out 5%, 10%, etc. Paralyze proc rate excepting the 100% proc rate from Paralyzing Potions. What I'm curious about would be the duration of Guttler's Choke effect, is it static? Or is it subject to resist the same way the spell is (and apparently the status down effects are elementally)?

It will overwrite full skill and full potency paralyze 1 spell. Paralyze 2 will overwrite.

The debuff tiers that determine which will overwrite/be overwritten are static, and not related to potency. Just sayin.
