its Definitely a Buff cause the lines go "Up", normally thats what buffs do, Negative Status Effects always have lines going "Down" ...

Its such an odd spell because the start of the animation looks like it's offensive, but the second half of the animation definitely looks like a buff. We'll have to wait and see then.
Berserk in other FF games used to be a spell you could cast on enemies, it made their attack power increase but they could only auto-attack (no abilities or magic). If it's an offensive spell maybe it's like amnesia but with an attack increase included (doubtful) or gives the mob a "berserk" effect (-25% defense, +25% attack) that stacks with other defense down effect (maybe)
If it's a buff, I guess... Mighty Guard?
If you open the effect in a hex editor the first 4 letters are usually an abbreviation of the effects name or some hint as to what it is.
The way it looks it doesn't seem like its a 'can only cast on yourself' thing, since usually effects that can only be cast on oneself are built to only show on oneself (i.e. ixion memento or whatever effect will only show up on you even if you cast it on another target) but I unno.
Dragon Killer procs too for when they pull hate on Tiamat.
Looks to be some sort of AOE buff for some of the same reasons other people have said. Do you want to test it again with an AOE buff and multiple people?

This spell to me looks exactly like frightful roar, cept the ascending effect rather than descending. And more of a yellow and red color than a yellow and green. Aoe buff defiantly seems likely but I wonder what type, the similarity to Roar could just be lazyness.

I don't reallly care for the circle JA's, but if those TWO new BLU spells suck, then I'll be pretty disappointed at SE.
i have got to believe it's a buff. when i first saw the videos tummie posted, i had the exact same thought as the next 3 posters. upwards animations are buffs, downwards are debuffs. that's one of the design tenants SE seems to adhere to, so this is likely a buff. in addition (and this is weak evidence, i'll admit,) there's no mob in the picture on their website. granted, they do not always show a mob (see spider web animations early on) but it's at least a weak indicator. thirdly, there's no transit of the spell from the player to the mob. the animation shows something coalescing then poof, the effect hits the mob. most other "chi blast" style animated attacks be they magic mortar, eyes on me, or what have you, show the energy ball cruise to the target and impact it while in this, the orb simply dissipates. i strongly believe this is a buff based on what we've seen, possibly an AoE def buff, due to the similarity to the frightful roar that i and others have pointed out.
That AoE animation seems a lot more natural. I think we have a match. Of course, this could just be wishful thinking... But I don't think so. Single target spells only have 1 animation, and you can usually tell when somethig is AoE or not by the animation. The 1st animation seems AoE and the 2nd appears to be a buff.
