Yeah, Lowing doesn't actually prevent auto regen, iirc. It prevents mobs from recovering HP ot MP from resting, which they don't actually do.
I don't think it does anything to HP when used by mobs, just TP/MP.

And alot of random mobs are immune to it for some reason. You will get a "no effect" message on mobs that have regain or something. Happened to me in the NPC genkai and some other bcs, as well as other nms.
How many times are you guys going to bring up Iron Giant btw? It is becoming the new BLM changes and it makes even less sense.
Has anyone else noticed the fog or watery/icey animation around the Goblin in the 2nd pic? It makes me think one of four things. Either it has a water or ice element added effect debuff, such as para, bind (this would be pointless, so I'd wager on this...), frost, or drown; it is Reverberation/Induration/Distortion skillchain property and SE just happened to put that in the animation for some reason; It could actually have an elemental damage on one hit, and then 2 physical hits coming after (that would explain the animation, even if it does seem far-fetched; would be kinda cool though...); or that it's actually magical after all. Thoughts?
EDIT: That could potentially MB and close a skillchain at the same time if set up with another person. o_O Nifty. Situational at best, but nifty. Still, it'd be cool for Flans and stuff like that.
No, one really couldn't. Unclaimed mob regen is obviously not the same thing as resting, and even if it was, the status effect that stops hp regen while resting is disease, which lowing does not even inflict. The plague effect is just keeping the mob "tapped" the same way other debuffs like dots or sleep do.
Most NMs I've been able to land it on build resist to it as well. SE did a pretty good job of managing to make a decent and unique debuff totally worthless.
If this new spell turns out to be an aoe buff, I bet it will be something retarded like warcry.
hopefully bst gets more jugs to have all the families covered in situations that you can charm certain mobs.
I hope it's a Phalanx type spell that does as much or more than a RDM's Phalanx. It's sickening how they get the full Benefit of SS + Phalanx + Cocoon (Full Effect) while BLU has to settle for a gimped version of the first two spells.
Has anyone checked Orobon TP moves? That glow kind of seems like a TP move they would use.
All Orobons are NMs meaning they would be off the table for Blue Magic.
Of their TP moves:
Hypnic Lamp = Yawn.
Seismic Tail = General AOE + Knockback = Grand Slam.
Leeching Current = AOE HP Steal = Blood Saber.
Vile Belch = AOE plague + silence = Lowing + Chaotic Eye.
Gnash/Deathgnash = Lowers HP to 1/2 or 1 = Impossible to balance for players.
Seaspray = Water-damage + Slow = Maelstrom + Sprout Smack.
BLU pretty much has all orobons can offer in one form or another already.
