BASE 691 = 1800 x 459/ HP BASE 1195(Taken off FFXi GEAR)
DARKSTEEL = 1800 x (459-(459*.06))/1195(DS Body/Hands+1 @-6% Physical Dmg Taken)
---649 = 1800 x 431.46/1195
KOENIG = 1800 x 459/(1195+60+20)
---648 = 1800 x 459/1275

The problem is only using 2 pieces in a Terror set.

Assuming no Valhalla or Dring, you should be able to reach 20% PDT in gear alone, add in another 7% for Haute or 20% if you swap to Estaff when terrored, plus Phalanx 2. If you have Valhalla and DRing, that goes up to 32%, or 39% with Haute, or over cap with EStaff. (Not that I condone Estaff swapping, I like my TP, but some people do it)

I mean if you don't die and don't want a real Terror set, have at it, but slapping on Koenig and calling it a terror set is like slapping a big muffler on a Honda and calling it a Hot Rod.

The gear in question were those 2 pieces and all I did was point out in that particular case that it was just as good as using the Darksteel +1 equivalents.

To be honest, it is probably better to idle in M.body/hands than darksteel, as the damage reduction from the extra def/vit would be similar to the 1-2% from each darksteel piece and M.body/hands adds to max HP (and thus less enmity lost per damage recieved). Assuming they dont have Valhalla that is.

I idle in Kaiser head/hands/legs (and af+1 feet, valhala body) when not in atonement mode, and swap in valhalla head when terrored).
