If it's just basic word processing/internet browsing that he needs, then a netbook would probably be the cheapest solution. Otherwise, shop around online, look at best buy and similar locations for demonstration models you can try, that sort of thing. We're going to need more detailed information about what your roommate wants to do with this laptop and what his price range is before we can really recommend anything though.
