I don't think he's arguing over the validity of the overdraft fee. I think he's more saying "The bank charged him a 15 dollar penalty on him overdrafting 23 quadrillion dollars"

See, the irony in this statement, is it's basically the bank saying "you went over your limit, now you owe us 15 dollars" SO I think Plow is trying to say, it's funny (in theory, we know that it is automatically deducted) that we can apply the bank saying "Yes, you owe us 15 dollars for going 23 quadrillion dollars over your limit".
