It makes sense they can't climb a ladder or cook at a stove, yet they can strip.
It's because the lawmakers were concerned with minor safety, not morality.
Stoves, ladders, sweatshops, etc. = hazards.
Stripping = oh no, her fragile mind is being corrupted by these sinful activities.
It was a case where there had not yet been an imposition of morality by law, and now that will change.
Someone could make the case that laws preventing discrimination are also more based on morality than in the safety of a person. Not everything needs to be based on the safety of an individual. The potential psychological damage done to a minor in this sort of environment and the inherent victimization are enough to make it obviously needing to be illegalized.
