Penn doesn't belong at welter but his game has remained static all these years, dude never evolved, never got better. he developed a boxing game sometime after the Pulver loss then just stopped moving forward. now he's on the wrong side of 30 and isn't half the athlete some of the new kids coming up are and they're carrying much more diverse skill-sets.
