It makes sense that the internet is illegal when it doesn't make some asshole money.

This is Disney just talking. Disney and other theme parks have been loosing money and need to make up for the loss of foot traffic going into their parks. Proposing an idea like this won't make it very far in the international scheme of things. I don't think the government will want to hire the necessary manpower to police the internet to see if people are getting on free (since companies WILL be expecting our government to hire an internet police force).
Though, this could be something Florida may look into. Disney has very strong lobbyists here in Florida (and some pretty money hungry senators also). Disney (with a few other theme park companies) convinced our states government a few years ago to not allow public schools to start no sooner then late August. The companies were complaining that they were loosing money because kids were in school in early August. Schools were doing that because the last 9 week session ended before Christmas break. That means all exams were done before kids went off to break. Now the kids are back to having to take their 2nd 9 week exams the week or second week after Christmas break. What kid is going to study over break?

States are different. NC is better off on a few things then FL is. Only reason I've know about the school system in FL is because my mom's a teacher.
