You can get a resist on ES nuke on a normal mob. Frustrating as hell - it happens once to you and you'll remember it for a long long time. It's certainly not 5% resist chance though - much lower but it does happen. Also, mobs with resist traits can still easily resist ES enfeebles. For instance, Elemental Seal Sleep still resists quite frequently on PLD type mobs (e.g. dynamis, aerns), ES gravity on THF mobs, etc. Someone already mentioned Logi in Einherjar as well.
To be fair, we don't actually know what Elemental Seal does in terms of MACC, because we don't really have a solid foundation on how MACC works in general. We can tell you pretty much if X piece of gear beats Y piece of gear, but it's very very difficult to tell you how it works in terms of an actual formula like a melee version. So any response you get regarding "how ES actually works" is going to be giving you anecdotal evidence at best.
About capped Focalization: it's +25 MACC, so it will add somewhere between 12.5% and 25% added chance to land a spell for full effect. I have no idea what Klimaform's bonus would be, but I would take a wild guess and say if you stack the 2, you're just turning your SCH into a decked RDM in terms of enfeeble skill. You're not breaking any barriers or anything like Elemental Seal would. Elemental Seal is seen as an essential tool in a number of strategies (solo ENM brothers, BRD/BLM Elegy, to name a few) - whatever it does, you can't compare it to anything else in the game.
