It could work on a state level, but there's undeniably more potential for it working better on a federal level. We're not looking for a program that can merely hang with the private mega-corps; we're looking for something that can compete well enough to actually be able to drive down costs while simultaneously covering people who are not good, business-wise, to insure. A program that's gonna do that needs some big muscles.
