The other question is, would an undefeated (but not nat'l championship bound) rose bowl Iowa and a 1-loss psu both be in the BCS? Or would a 2 loss notre dame or undefeated Boise get an at large bid over Penn state?

I don't know the logistics of it, but boise would go in if undefeated (TCU would replace them if tcu won out because of sos i think) but i'd assume a 1 loss psu would be in over notre dame for an at-large
