For endangering others in the bank? If the guy actually had a gun he could have killed the teller/others if he was scared.
Concerned over getting sued when he tries it the next time and the robber wins, shoots a few people, and robs the bank anyway.

I don't understand the title... it seems like you SHOULD rob banks in Seattle, since the only people that will try to stop you are discouraged from doing so...
Every "corporate" (Meaning not a mom & pop joint) place that I've ever worked at has clearly stated that employees are not to pursue robbers.
Me and another guy got in serious trouble (written up, hours cut, almost fired) for chasing some guy who bolted from the grocery store where we worked in high school with a 12 pack he didn't pay for.

I've got a friend who *used* to manage a bank. Not familiar with bank practices, but apparently, for security measures, banks will sometimes "stage" a robbery to see how the employees will react. I really don't know the specifics of setting this up, or where it comes down from, but the specifics of this incident were hilarious. She set up the robbery and it went down. The "robber" went in and demanded cash, and the teller slipped in a dye pack. It explodes, I guess, based on proximity to the bank. The robber was never supposed to leave, but he walked out the door, ink pack exploded, and ruined several thousands of dollars in cash. She doesn't manage banks anymore.
In the grand scheme of things, the major banks have losses totalling hundreds of millions of dollars. When you consider what having employees / patrons killed in a botched robbery due to a bank teller not following policy does versus losing an extra few hundred (thousand?) dollars, there's no contest.
