I think it depends more on the structure of the company. If there are too many middle tiers in management, people get stupider the closer to the middle they are. The highest ups are smart and know how to keep the company going (not to say they can't be corrupt and run the company into the ground, either). The lowest skilled positions are probably the most academically smart people. Neither position can afford to slack off and be a retard. The low positions will get fired, the highest positions run the risk of running the company into the ground or being removed by the Board.
But the middle guys, they can slack off because they're rarely watched, and productivity is still good because the lower guys are getting the work done. And the company runs fine because the highest positions are managing that.
However, companies with only like three levels: grunt, manager, CEO, are fairly safe. There's less room to pass the buck and you have to be good since there's better accountability.
