I say pay double for each individual "pirated" game at it's MSRP. One for the cost of the game and the second for the offence. Jail is a bit iffy.
Mod chips can be used for playing imported games and bunch of people mod their consoles for that purpose.
i.e FFX got released in EU months after US, and certain games like Persona: Whatever never seen EU/US release...but yeah, majority of modders do it for pirated games.

Only reason I modded any of my systems was to play JP imports or games that weren't released in the states.
The only people that mod consoles to pirate games are fucking retarded homos (not the gay kind, the asshole kind) who don't feel they should have to pay for anything.
And no, I don't care if you don't the game is worth paying for. If you don't think it's worth paying for rent it like everyone else does.

Of course it does. If video game companies were smart, they would realize that there's money to be made if people are importing games... people wouldn't import if it was released in the states (well, duh), they'd be more likely to buy.
