Exactly why mine was modded. Mainly for import Atlus titles and what not. Luckily have an a shit ton of import games even as far back as my SNES if it ever came to someone needing "proof"

Yeah, basically the majority people mod their PlayStations for free games(newsgroup's are full of them).

There are people who simply want to play imported games though.

Playing imported games is illegal, too, even if you bought it, if there is any region lock mechanism on the device or game.

Only reason I modded any of my systems was to play JP imports or games that weren't released in the states.
