Fraps should do that, if not you could just splice in commentary later after recording the game.
Preferably free also its not full screen IIRC fraps will only pick up full screen apps to record right?

Fraps is not free, but it works with non fullscreen games, you could try gamecam, which is a free alternative, ive enever tried it myself, but you could give it a shot.
you could use Webcam Max to do that, and then use audacity on test mode(so your mic gets played back to you through speakers) and it will record the audio.

Just use Windows Sound Recorder lol?
Turn on 'Stero Mix' in Volume Control, and Sound Recorder will pick up anything thats being played.
And then make sure 'Mic' is on too, and that will record what youre saying.
