WoW's PvP vs. PvE balance may not be perfect, but it's about as balanced as you can get to make both sides work. If you're saying WoW's PvP is holding PvE back, then yea it is, but that's the price you pay to have a fun alternate to fighting NPCs that isn't totally frustrating (unless your Battlegroup sucks -_-). That's the real allure of PvP: The draw isn't fighting people, it's NOT fighting robots. Monsters might be difficult, but they stick to a formula (so do people, but they'll know when to break it). People complaining about class balance isn't the best argument against truly unpredictable fights (PvP) when everyone's gunna QQ about a job if there's PvP or not.
However, I do believe that PvP probably wont happen.
For PvP to be good, it has to be important enough to the game highlight it (going so far as to make large amounts of gear and real world events based entirely around it). However, relations between the player factions don't seem so bad that regular direct conflict is likely (so far). On the other hand, making it a diversion without a tangible effect on the rest of the game is FFXI all over again; PvP's not really important. If it's not important, the devs wont see a point in working harder than absolutely necessary to make the whole thing well-rounded. If the devs learned anything from FFXI, they should realize that the half-assed approach is asking for failure. They'll either do it big(ger) or wont bother. I'm expecting the latter.
